HM Land Registry to provide property identifiers for Price Paid Data from 28 August

• Unique Property Reference Numbers (UPRNs) and INSPIRE IDs are to be made available alongside the monthly Price Paid Data dataset from 28 August 2026

From 28 August 2026, HM Land Registry will provide Unique Property Reference Numbers (UPRNs) and INSPIRE IDs in separate lookup tables alongside the monthly Price Paid dataset.

This responds to customer demand for UPRNs and INSPIRE IDs to be included alongside Price Paid Data, making it easier to connect sale price information with other property and location datasets.

Price Paid Data includes information about residential property sales in England and Wales. It is used by property professionals, researchers, public bodies, lenders, digital service providers and others who need reliable property market information.

• The lookup tables will make it easier to link Price Paid Data with other data sources, supporting its use alongside mapping tools and location-based services.

We have a strategic plan to unlock the value of our data to create new opportunities for innovation and growth. To support this, and in response to customer demand, we are providing UPRNs and INSPIRE IDs through a series of lookup tables, beginning with our Price Paid dataset. Later this financial year, we will be adding similar lookup tables to our UK Companies data and Overseas Companies data, as part of our move to support a more efficient, transparent, and digitally connected property market.

GeoPlace manages the official national address and street databases for England and Wales including the allocation of a range of UPRNs to local authorities and Ordnance Survey.

Estate agents and property portals

• More accurate listing data: Linking Price Paid Data to UPRNs would help agents and portals match historic sale prices to the correct property, reducing errors caused by inconsistent addresses or duplicate records.
• Clearer property history: A stable property identifier would make it easier to show a reliable transaction history for a specific property, improving transparency for buyers and sellers.

Financial institutions and lenders

• More reliable property matching: UPRNs would give lenders a consistent way to connect sale price, address and property records, reducing uncertainty during valuation, mortgage assessment and due diligence.
• Improved risk analysis: INSPIRE IDs would help link transaction values to land parcels and spatial data, supporting clearer assessment of location-based risks and property context.

Developers and investors

• Better site and land analysis: INSPIRE IDs would allow developers and investors to connect sold-price information to land parcels and boundaries, supporting more accurate site assembly and opportunity assessment.

Homebuyers and sellers

• Reduced confusion: UPRNs and INSPIRE IDs would help reduce issues caused by address changes, similar property names or inconsistent address formats, supporting smoother property transactions.

Background

• A UPRN is a unique number which identifies an addressable location.
• INSPIRE stands for Infrastructure for Spatial Information in Europe. It is a European Union initiative and legal framework established in May 2007 to create a standardised spatial data infrastructure. An INSPIRE ID is an automatically generated unique number given to a specific shape on a map (polygon) that outlines a piece of land or property. This links the spatial data to official land registry records, helping people match map locations with legal ownership data.

• Local authorities are responsible for creating new addresses and assigning each property a UPRN. They send updates to GeoPlace, which adds them to the national databases. The information is then shared with Ordnance Survey and included in its address products and mapping services.
• Price Paid Data is property price data for all residential and commercial property sales in England and Wales that are lodged with HM Land Registry for registration in that month, subject to exclusions.
• Price Paid Data is published at 11am on the 20th working day of each month.
• The lookup tables will apply to monthly Price Paid Data published from 28 August 2026 onwards and will not be available for previously published datasets.
• The lookup table for the current monthly Price Paid Data dataset will be available from 28 August through HM Land Registry’s existing public data channels.
• Customers will be able to download the identifiers and use them with their existing data matching, analysis and reporting processes.
• Price Paid Data can be downloaded in text, CSV format and in a machine readable format as linked data and is released under Open Government Licence (OGL). Under the OGL, HM Land Registry permits the use of Price Paid Data for commercial or non-commercial purposes. However, the OGL does not cover the use of third party rights, which HM Land Registry is not authorised to license.
